Create Transport Rule for Distribution Group

Exchange Online/EOP or Exchange Transport Rules & Distribution Groups

In Exchange/ Office365 & Exchange Online Protection, Creating transport rule where the action is applied for Distribution Group is not possible, as this is limitation with Office365, You may recieve below error:

“The transport rule can’t be created because Group@domain.com, the recipient to be added by a rule action, is a distribution group. Transport rules can’t add distribution groups to messages. To resolve this error, remove this recipient and specify a different one”

For Exchange this doesn’t work because, It will be expanded before even the rule is applied.
Currently this is by design, to workaround this forwarding issue in  Office365 follow below steps:
  1. Create Shared Mailbox or Mail Contact & Enable forwarding to Distribution Group.
  2. Post which you can apply Shared Mailbox to replace Distribution Groups.

This may not work in Exchange as well, In that case the workaround is to use the message header match:

  1. Create using AnyOfToCcHeader
  2. Set the preferred action
